Development of an Effective Strategy for the Heritage Protection Sector of Ukraine as a Guarantee of Preserving Its Cultural Heritage

The purpose of the article is to highlight the features of the formation of modern cultural policy of Ukraine in the context of the preservation of its cultural heritage monuments. Objective: to analyze the development of the sphere of cultural heritage protection in the context of the implementation of effective state policy of Ukraine. The research methodology was formed by the principles of historicism, systematics, general scientific methods of logic, comparative analysis, and special historical methods (historiographic analysis, historical-systematic, chronological, historical-genetic, retrospective analysis, comparative-historical). The scientific novelty lies in the study of the historical origins and factors of public consciousness formation regarding the preservation of cultural heritage as a guarantee of cultural policy of Ukraine. Today, there is a rethinking of the role and place of cultural heritage both in the life of society and in the life of a particular person. Today, Ukraine is in a state self-determination, as it feels the consequences of globalization, the signs of which appeared several decades ago. The result of this is a clear decline in the level of culture of the main population groups. Conclusions and results of the study. Further passage through the crisis, rather than overcoming it, despite all the complexity, can have a very negative impact on culture. Recognition The need for a guiding influence in the cultural sphere on the part of cultural policy subjects imposes on them a certain responsibility for supporting the worthy existence of culture in society, especially in critical periods of history, in order to exclude revolutionary upheavals and ensure the continuity of cultural development. The transition from the industrial stage of development to the post-industrial puts forward the necessary requirements for the cultural policy of a country, its main priority is the preservation of cultural heritage as an indissoluble unity.
A significant source of income in the cultural sphere for many countries is tourism, especially since in Ukraine tourist resources are inexhaustible. The dominant feature of post-industrial society - the preservation of cultural heritage allows us to say that in the 21st century. cultural tourism can be recognized The most promising. His philosophy is a person's personal discovery of historical places and monuments, personal perception of cultural heritage, and its experience.
On the other hand, it is also communication between people, educating them in respect for their own maturity and other cultures. Therefore, it is important for Ukraine to develop this direction within the framework of domestic tourism, since it has all the prerequisites for this - a huge number of cultural heritage sites capable of to attract tourists from all over the world with its uniqueness, as well as to contribute to maintaining monuments in proper condition (with a reasonable approach) and attracting additional funds to the region, organizing additional jobs, etc.
However, the development of this industry is impossible without significant investments, without strengthening the legal and regulatory framework, since the presence of a destroyed monument, even if it has enormous value, is not a condition for tourist demand. It is necessary to develop infrastructure, create conditions for the influx of human, tourist, and financial resources.
The formation of a respectful attitude towards cultural heritage monuments is possible through upbringing and education, which must begin from the youngest educational level of preschool education. At school, it is necessary to introduce into the educational process such disciplines as "Local History", "World Artistic Culture", "Preservation of Cultural Heritage", which are able to educate in the younger generation to have a careful attitude towards their cultural heritage. The awareness of the importance of educating citizens in a responsible and respectful attitude towards the preservation of cultural heritage is not denied today by either practitioners in the specified field or theorists.
Cultural heritage sites are cultural assets that have come down to us from past centuries, and the task of descendants is not only to preserve them, but also to pass them on to future generations in their entirety. That is why Ukraine needs to develop the field of cultural heritage protection; to involve historians, culturologists, archaeologists, architects, monument guardians, public representatives; borrow foreign experience in this area, but taking into account domestic realities; ensure that state authorities monitor and strictly implement the monument protection legislative and regulatory framework, and train highly qualified personnel in this area.
