Abstract

the article examines social media as an important instrument of diplomatic communication in the context of the digitalization of international relations and the transformation of contemporary diplomatic practices. The study analyzes the essence of diplomatic communication, its key functions, and the evolution of traditional channels of interaction under the influence of information and communication technologies. Particular attention is paid to the growing role of digital platforms in shaping the international image of the state, strengthening public diplomacy, and promoting national interests in the global information environment.

The research highlights the communicative potential of social media platforms such as Twitter(Х), Facebook, Instagram, YouTube, TikTok, Telegram, and other digital services that are actively used by ministries of foreign affairs, embassies, consulates, and international organizations. It is emphasized that social media enable diplomatic institutions to disseminate official information rapidly, maintain direct interaction with international audiences, organize public campaigns, support citizens abroad, and respond promptly to crises, military conflicts, and disinformation challenges. In the conditions of global competition for influence and public attention, digital communication has become an essential component of soft power and international reputation building.

The article also investigates organizational, ethical, and documentation-related aspects of maintaining official diplomatic accounts in social networks. It is argued that effective diplomatic communication in the digital sphere requires transparency, accuracy of information, adherence to diplomatic protocol, cultural sensitivity, and a professional communication strategy. The study outlines the importance of visual communication, audience engagement, and the adaptation of diplomatic messages to the requirements of online platforms and multicultural audiences.

Considerable attention is devoted to information security issues in digital diplomacy. The article identifies the major threats associated with the use of social media in diplomatic activity, including cyberattacks, phishing, fake accounts, information manipulation, disinformation campaigns, data leaks, and reputational risks. It is emphasized that diplomatic institutions must apply modern cybersecurity measures, including two-factor authentication, staff training, data protection mechanisms, and systematic monitoring of digital threats.

The study concludes that social media have become an integral element of modern diplomacy and international communication. Their effective use contributes to strengthening the state’s international image, expanding public diplomacy opportunities, increasing transparency, and improving interaction with foreign audiences. At the same time, the rapid development of digital technologies creates new ethical and security challenges that require strategic adaptation, professional training of diplomatic personnel, and the development of comprehensive communication policies in the field of digital diplomacy.
