Humanitarian Security in the System of National Security of Ukraine under Martial Law: Contemporary Challenges and State Policy Priorities

The purpose of the article is to examine the role of humanitarian security within the system of national security of Ukraine under martial law, to identify contemporary challenges in the humanitarian sphere, and to substantiate the priority directions of state policy aimed at ensuring humanitarian security. Particular attention is paid to analyzing the impact of military actions on the humanitarian space of the state, the functioning of social institutions, the system of education, science and culture, the information environment, as well as the protection of human rights and freedoms.
The methodological framework of the study is based on systemic, institutional and interdisciplinary approaches. The research employs methods of analysis and synthesis, the comparative method, as well as the method of generalization of scientific sources and legal regulations in the field of national and humanitarian security. The theoretical basis of the study includes modern concepts of humanitarian security, theories of national security, and approaches to the formation of state humanitarian policy.
The findings demonstrate that humanitarian security is an essential component of national security and a determining factor in preserving social stability, cultural identity and the human potential of society. It has been established that the full-scale war has caused significant transformations in the humanitarian sphere, particularly intensifying risks to the education system, cultural sector, information environment and social protection of the population. Information and psychological threats, destructive information campaigns and the social consequences of large-scale internal displacement have also become significant challenges for humanitarian security.
The article substantiates the priority directions of state policy in the field of humanitarian security, including strengthening societal information resilience, developing humanitarian recovery policies, supporting internally displaced persons, restoring cultural and educational infrastructure, and enhancing institutional cooperation between the state, civil society and international partners.
The conclusions highlight the necessity of forming a comprehensive state policy of humanitarian security as a strategic component of the national security system of Ukraine. The implementation of such approaches will contribute to strengthening societal resilience, enhancing the humanitarian potential of the state and improving its capacity to respond effectively to the contemporary challenges of wartime.
