Abstract

Historical experience proves that wars always become powerful incentives to scientific and technical progress. Life of every person defending their country from the enemy is the supreme state value. This is why during the war, medical novelties have become one of the top-priority branches of science and technology, and innovation processes significantly improve life and health of the warriors. The current legislation of Ukraine mainly ensures conditions for development and implementation of state-of-the-art technologies in the medical area. On its basis, in 2018, the department of military medical science has been created under the Presidium of the National Academy of Medical Sciences of Ukraine. It has determined the top-priority directions, in which further innovation improvements should take place. The goal of the article is reviewing and assessment of the national experience of military and medical operations related to electric engineering at the second and third levels of delivery of medical care during the first decade of the War for Independence of Ukraine (2014-2024).

Scientists, engineers and physicians created state-of-the-art electrotechnical equipment before the beginning of the full-scale invasion of the aggressor to the territory of Ukraine. Considering that modern war always stimulates introduction of new means of destruction, using it has allowed developing conceptually new approaches to diagnostics and treatment of gunshot wounds and mine-blast injuries. They have been immediately implemented in the medical practice of military medics. The results of such joint activity have been recognized by national awards and prizes of the Cabinet of Ministers of Ukraine. International recognition has taken place soon as well. Therefore, medical innovations in the area of electric engineering have become the most required during the years of the current war. They have proven their significance and are successfully used practically in field and rear conditions. And medical inventions, diagnostic tools and treatment methods have gone global. At the same time, the requirement of elimination of certain gaps in the legislation and ensuring continuous long-term state financing remains.
