The creation of «Special Military Operation museums» in the occupied territories as an element of Russia's genocidal war against Ukraine

Abstract

The article analyzes the creation of so-called "Special Military Operation (SMO) museums" in the temporarily occupied territories of Ukraine as an element of the information and psychological warfare conducted by the Russian Federation against Ukraine. The study reveals their role in propagating Russia's aggressive war, distorting historical facts, glorifying the occupying forces, and legitimizing the occupation regime. Special attention is paid to the legal analysis of these institutions, whose activities violate international law, including the Geneva Conventions, the Convention on the Prevention of the Crime of Genocide, and Ukrainian legislation (Article 436-2 of the Criminal Code of Ukraine).

The article examines the mechanisms by which these museums influence the moral and psychological state of the population and youth, facilitating their militarization and indoctrination. It also analyzes the efforts of Russian state structures, including the Ministry of Culture of the Russian Federation, the Ministry of Education, the Presidential Fund for Cultural Initiatives, and leading Russian museums, which actively participate in organizing these propaganda centers.

Particular attention is given to documenting the criminal actions of the occupation administration and Russian state institutions in manipulating cultural heritage to legitimize aggression. The proposed recommendations include international legal pressure, informational resistance, protection of Ukrainian citizens' rights in occupied territories, and monitoring by international organizations.

Additionally, the article highlights how Russian state and political structures use these exhibitions as tools of ideological warfare. These museums serve to indoctrinate the population of occupied regions, justify Russia’s expansionist policies, and systematically violate international law. Ultimately, they play a role in the Kremlin's broader genocidal strategy aimed at erasing Ukrainian national identity and destroying the Ukrainian state and nation.
