The formation and development of the voluntary fire movement in Chernivtsi in the second half of the 19th century: organizational principles and social significance

Abstract

The article presents a comprehensive study of the formation, institutional development, and multifaceted activities of the Voluntary Fire Society in Chernivtsi during the second half of the 19th and the early 20th centuries. The chronological framework of the study has been specified as 1859–1910. Based on more than ten archival files, materials from the periodical press—particularly the newspapers Bukovina and Gazeta Polska—as well as recent historiographical works, the article attempts to clarify the origins, dynamics, and socio-cultural significance of this civic association. The emphasis is placed not only on the fire and rescue functions of the society, but also on its contribution to the formation of urban social capital, local identity, and the strengthening of interaction between the community and the authorities.

Particular attention is devoted to the technical aspects of modernization, including the introduction of an electric fire alarm system in 1906, the participation of volunteers in maintaining round-the-clock shifts, city surveillance, and rapid emergency response. The article analyzes the organizational structure of the society, its training system, mechanisms for recruiting new members, and practices of rewarding service. It is shown that the volunteers effectively assumed part of the duties of the professional fire brigade, especially under conditions of limited municipal funding.

In conclusion, the author argues that the Voluntary Fire Society in Chernivtsi was not only a safety-oriented structure, but also a socio-cultural phenomenon that integrated the modernization trends of the imperial era into the urban environment of Bukovina and stimulated the development of civil society.
