Diplomatic cooperation between the Western Ukrainian People’s Republic and the UNR Directorate

Abstract

This article deals with military-political and diplomatic cooperation between the Western Ukrainian People's Republic and the restored Ukrainian People's Republic. The goal is to analyze the diplomatic cooperation between the ZUNR and the Directorate of the UNR through the disclosure of the process of development and implementation of the foreign policy doctrine. The method of system analysis was used, which makes it possible to consider the relationship between the Directorate of the UNR and the ZUNR as a subsystem of the global system of international relations at a rather critical historical stage, to trace the connections and mutual influence of these subjects. The state of scientific development of the topic was characterized. The gains and losses of the creation and existence of the all-Ukrainian foreign policy service were analyzed. It is proven that the final completion of diplomatic cooperation between the ZUNR and the UNR practically ended with the conclusion of the Warsaw Treaty between J. Pilsudski and S. Petliura, which determined the UNR's consent to the occupation of Eastern Galicia by Poland and the rejection of previous Sobornych acts as unacceptable for the Galicians. It is found out that in order to achieve success, a significant force was needed to overcome these opponents and force them to recognize our victory and the right to self-determination.

         Characterizing the diplomatic cooperation and military-political alliance between the Directorate of the UNR and the Western Ukrainian People's Republic, it is concluded that, despite the short period of existence, the unification into a single Ukrainian state met the requirements of the period and the interests of the peoples of the two entities. However, the situation, the constant war on all fronts and the not always successfully chosen and coordinated foreign policy of the political leaders of both states, who acted in that difficult period, did not allow the realization of the aspirations of both parts of the united Ukrainian people.

         The diplomatic partnership between the ZUNR and the UNR, despite its short duration, laid the foundation for the idea of ​​unity, which later became key in the struggle for Ukraine's independence throughout the 20th century. Deepening knowledge about the shortcomings and mistakes of diplomatic interaction between the ZUNR and the UNR allows modern politicians to avoid similar miscalculations in international negotiations and domestic political integration.
