Abstract

The purpose of this study is to analyze current challenges and innovative approaches to preserving Ukraine's cultural heritage during a full-scale war. The main emphasis is on the importance of international partnership and the application of modern technologies. The tasks included: studying the scale and nature of risks to Ukraine's tangible and intangible cultural heritage due to the aggression of the Russian Federation; analyzing successful examples of international cooperation and projects to protect cultural values; assessing the potential of innovative technologies, such as digitalization, preventive conservation and artificial intelligence, to protect heritage in wartime and during recovery.

The study was based on a systemic approach, which allowed for a comprehensive analysis of the problem of protecting cultural heritage in a situation of military conflict. Methods of theoretical analysis of scientific works were used to identify key trends and gaps in this area. The historical method allowed for a retrospective consideration of cases of looting and appropriation of Ukrainian cultural values using the example of «Scythian gold». The comparative method was used to study international experience in the field of heritage protection in comparison with Ukrainian practice. The descriptive method helped to detail examples of destruction, looting and international cooperation initiatives.

The results of the study indicate that the cultural heritage of Ukraine, both tangible and intangible, is an important marker of national identity and a means of unifying society, especially in wartime. It is noted that the actions of the Russian occupiers aimed at destroying or appropriating these assets are part of a hybrid war, the main goal of which is to undermine the statehood of Ukraine and erase historical memory. Successful examples of international cooperation, such as ICOM initiatives or the projects «Emergency Red List of Cultural Property in Danger – Ukraine» and «Ark», play a significant role in preventing the illicit trafficking of cultural property, and also contribute to their physical protection, cataloguing and digitization. The studied case of «Scythian gold» showed the effectiveness of international legal mechanisms in the return of stolen objects, while at the same time drawing attention to the great responsibility of Ukraine in ensuring the proper preservation of artifacts after their return. It was also proven that digitalization, artificial intelligence and preventive conservation measures are key tools in the preservation of heritage. These technologies ensure the recording of destruction, the creation of digital copies of objects and the prediction of potential risks, which is especially important in the context of active conflict and during post-war recovery.

Based on the analysis, it was concluded that the protection of Ukraine’s cultural heritage requires integrated efforts of the international community, national institutions and the introduction of modern technologies. Despite significant losses from military aggression, international cooperation and innovation are becoming effective means of combating the consequences of war and creating conditions for future recovery. At the same time, the need to improve legal instruments for the return of removed cultural objects and long-term preservation of already returned artifacts was emphasized.
