The mine aim this article is to consider the administrative model, tax policy and resistance movements of the local population during the period of Ottoman rule on the territory of Azerbaijan (1723-1735) in the context of Azerbaijani and Turkish historiography.

Methods and methodologies. Historical chronicle analysis, comparative analysis, content analysis of original manuscript documents were used in the article.

Novelty. For the first time in national historical science, the management system and administrative system established by the Ottoman Empire on Azerbaijani lands, including the structure of provinces and sanjaks, land relations, mechanisms of taxation and the functioning of legal institutions are analyzed. At the same time, the political significance of national and tribal uprisings, as well as various forms of resistance to Ottoman power, is evaluated.

Main conclusions. The article shows that the Ottoman administration partially preserved the administrative traditions inherited from the Safavid state, reorganizing them in accordance with imperial interests. A comparative analysis of historiographical materials made it possible to establish that Azerbaijani historians of the Soviet period generally characterized the Ottoman rule as a policy of occupation and exploitation, while modern Azerbaijani historiography approaches this issue more objectively and multifacetedly, considering this period both as an experience of centralized administration and as a complex historical stage formed in the conditions of political and military rivalry. At the same time, in Turkish historiography, the Ottoman rule is treated mainly in the context of ensuring regional stability and administrative integration. The results of research contribute to a more comprehensive study of the political and administrative history of Azerbaijan in the first half of the 18th century.
